The idea seems to be to allow space for smaller groups to come to and explore sovereign null sec. B3 resides in the northeast of null sec and includes many of the former FI.RE members who fled the southeast, so perhaps their agreement to leave the area alone was implied already. All of the Upwell structures in Pochven are a legacy, left over from the before time when these systems were part of empire space. It is unlike wormhole space in that new player owned structures are not allowed. It is like it in how you have to get in… you know, wormholes… and the fact that there is no CONCORD or what not, and that there is no asset safety if a player owned structure gets blown up. There is a whole guide out there about how to get into Pochven if you are interested. You have to get there either via filaments or through a regular set of wormholes. Those systems are no longer directly connected to New Eden via the standard jump gates. In short, the Imperium pulled out, Vily decided to shut down the TTC, the Imperium decided they want to blow up the only remaining high sec Keepstar, hilarity ensued, the Keepstar went pop, and then Vily decided to keep the TTC running to support manufacturing and have a market, but to keep the tax rate at 0%, which would not make for a huge money making venture.
